Religious higher education institutions face pressing imperatives to modernize their archival management systems. This study aims to analyze the role of human resource development management in navigating digital archive transformation at UIN Imam Bonjol Padang and capacity-strengthening strategies for higher education institutions. Employing a qualitative approach with a descriptive-analytical case study design, data were collected through in-depth interviews, direct observation, and document analysis involving twelve purposively selected informants. Data were analyzed interactively through data reduction, thematic display, and conclusion verification to ensure analytical rigor. Digital archive transformation remains at an initial media-conversion stage and has not yet achieved integrated governance. Key barriers include conceptual-technical competency gaps among archival staff, the absence of standardized procedures and a centralized repository, and a weak digital work culture. This study addresses a literature gap by positioning human resource development as a strategic pivot in digital transformation, bridging the dichotomy between technical archival studies and organizational change management, and proposing a layered, applicable capacity-building model for resource-constrained higher education institutions.
