Basic education in Indonesia’s Frontier, Outermost, and Underdeveloped (3T) regions continues to face significant challenges, particularly in terms of infrastructure limitations, technology access, and teachers’ digital competencies. Wamena City, as one of the 3T areas in the Papua Highlands Province, experiences similar conditions that affect the equity and quality of basic education services. This study aims to analyze the role of educational technology in improving the quality of basic education in Wamena and to identify the challenges and implementation strategies associated with its utilization. The study employed a qualitative approach using a literature review method through the analysis of relevant scholarly articles, books, research reports, and policy documents. The findings indicate that educational technology plays a crucial role in expanding learning access, enhancing instructional effectiveness, increasing students’ learning motivation, and improving learning outcomes and competencies. However, its implementation is still constrained by limited internet infrastructure, inadequate technological devices, and insufficient digital competencies among teachers. To optimize the use of educational technology, it is necessary to strengthen digital infrastructure, enhance teachers’ digital capacities, develop learning content based on the local wisdom of the Papua Highlands, and foster sustainable collaboration among government agencies, schools, universities, and local communities.
