Objective: This study aims to analyze the implementation of data-based educational management in supporting strategic decision-making and improving the quality of elementary schools. Method: A qualitative case study approach was employed in elementary schools in Paguyangan District, Brebes Regency, Indonesia. Participants included principals, vice principals, teachers, school operators, and school committee members selected through purposive sampling. Data were collected through semi-structured interviews, observations, and document analysis and analyzed using the interactive model of Miles, Huberman, and Saldaña. Results: The findings reveal that the utilization of the Education Report Card, Dapodik database, student assessment results, and school evaluation documents strengthen planning, organizing, implementation, and supervision, leading to more objective, transparent, accountable, and evidence-based strategic decisions. The implementation also contributes to more effective school programs and improved educational quality, although challenges remain in data literacy, digital infrastructure, and human resource capacity. Novelty: This study proposes an integrated framework of data-based educational management by linking educational functions with strategic decision-making to strengthen school governance and support the implementation of Data-Based Planning for continuous quality improvement.
