PENGELOLAAN PENDIDIKAN PADA MADRASAH DI DAERAH TERPENCIL DAN PERKOTAAN: STUDI KOMPARATIF DI MALUKU

This study aims to comparatively analyze educational management in madrasahs located in remote and urban areas and identify the factors shaping differences in their management capacity. A qualitative comparative case study was conducted at MA Al-Muslim Tomi-Tomi in West Seram Regency and MA Al-Muslim Ambon in Ambon City. Data were collected through semi-structured interviews with 14 informants, observation, and documentation, and were analyzed thematically and comparatively through within-case analysis and cross-case comparison. The findings show that both madrasahs perform planning, organizing, implementation, and evaluation functions, but through different management modalities. MA Al-Muslim Tomi-Tomi demonstrates an adaptive-relational modality that relies on flexible roles, direct coordination, teacher creativity, and close interpersonal relationships to sustain educational services amid shortages of teachers, facilities, learning resources, and connectivity. MA Al-Muslim Ambon demonstrates a structured-formal modality characterized by clearer task allocation and more systematic evaluation, yet it still faces shortages of teachers in specific subjects, suboptimal use of facilities, low student enrolment, and accessibility constraints. The study concludes that geographical context shapes the types of capacities and management risks experienced by madrasahs; therefore, management improvement requires differentiated support based on institutional needs and locational characteristics.
