IMPLEMENTASI SISTEM INFORMASI DALAM MENDUKUNG EFEKTIVITAS ADMINISTRASI PENDIDIKAN: STUDI KASUS DI DINAS PENDIDIKAN PROVINSI JAWA TIMUR

Objective: This study analyzes how information systems are implemented to support the effectiveness of educational administration at the East Java Provincial Education Office, covering system use, information management, supporting and inhibiting factors, and development directions. Methods: A descriptive qualitative case study was conducted through field observation, semi-structured interviews with four purposively selected informants, and document analysis. Data were analyzed through condensation, display, and conclusion drawing, then interpreted using the DeLone and McLean Information Systems Success Model and Edwards III’s policy implementation framework. Results: Applications such as BPOPP, Dapodik, PPDB Jatim, A-GTK, and IKM DINDIK support data management, information provision, reporting, monitoring, evaluation, and decision-making; the community satisfaction score of 82.96 falls into category B. However, implementation is constrained by dependence on a centralized server, inconsistent data updates, the absence of a dedicated management unit, non-uniform standard operating procedures, and limited budgets. Novelty: At the provincial level, effectiveness emerges from the interplay of technology, human resources, procedures, infrastructure, and governance rather than from the number of applications alone. A formal management team, harmonized procedures, competency building, and gradual infrastructure strengthening are recommended.
